SQCA is an address-notification service, not automatic enrollment in every Québec program. RAMQ states that an eligible person settling in Québec can register for the Health Insurance Plan after arrival. Prepare the Canadian licence exchange before the appointment
The SAAQ publishes a specific process for a licence issued in another Canadian province or territory. Read the current page for the class held, driving experience, required appointment and accepted originals. A general newcomer page may state how long a new resident can drive with an outside licence, but the personal timeline can depend on vehicle class and status. Book early enough to correct missing records.
Collect the Ontario licence, proof of status in Canada where required, proof of Québec residence and any driving-history evidence requested by the SAAQ. Names and birth dates should match. Eligibility is not automatic just because the move crosses a provincial boundary.

IRCC says an address or contact update is needed when a person has an active application in progress; missing correspondence can delay a document or affect the application. Canadian passports do not require the same workflow as a driver’s licence simply because the home address changes. SQCA can transmit an address to participating Québec organizations, including Élections Québec, Retraite Québec and Revenu Québec, but eligibility and enrolment remain separate. A successful address change cannot create a pension, benefit or voter registration that did not exist.
Check the permanent list of electors through Élections Québec’s current process, especially when the move is near an election. Federal and provincial voter registers are distinct. A person may need to verify both, and municipal or school-election rules can be separate again. Use residence evidence accepted by the election authority.
Review Québec Pension Plan, Family Allowance, workplace compensation, social assistance and other provincial programs only if they apply. Retraite Québec provides its own account and change-of-address channels. Keep payment dates and direct-deposit records under observation during the transition because an address correction and a banking change are not the same task.
If benefits depend on family composition, custody, income or study status, report the actual change through the program’s required route. Do not infer that the move alone changes eligibility. Ask the administrator how to handle a household whose members settle on different dates, and preserve the written response for the annual file review.
Children and dependants
Transfer school, care and consent records member by member
Contact the receiving school service centre or institution for registration, boundary, language-of-instruction and document requirements. Private and community records
Update only organizations that genuinely hold a current relationship
Create categories for health professionals, insurers, banks, lenders, memberships, charities, subscriptions, alumni records, pet licensing, microchip registries and loyalty accounts. Remove dormant relationships rather than broadcasting the new address unnecessarily. For each active organization, use its authenticated portal or verified contact details and record the effective date.
